This QSA was awarded to the Charles Richard John Spencer Churchill, the 9th Duke of Marlborough, the owner of Blenheim Palace (where the Churchill Museum is located) and first cousin of Winston Churchill. His biography is extensive and easily found via an internet search.

Interestingly, he is listed as only being entitled to wear three bars on the QSA. However, based on his photo of the bar mounted group he's wearing, he most definitely wore four bars on the medal.
